Village Board Minutes Sept 11, 2017

Village of Almond Board Meeting September 11, 2017 Members present: R. Burns, K. Olsen, S. Bunders, J. Riggenbach, and B. Roehrborn. Visitors present: Pat Peskie, Roy Krause, Nick Achtermeier from Harter’s, Roger Hetzel, and Dan Folan. President K. Trzebiatowski called the meeting to order at 7 pm. K. Olsen made a motion and seconded by R. Burns to approve the minutes of the August meeting. Motion carried 5-0. J. Riggenbach made a motion and seconded by S. Bunders to approve the Treasurer’s Report. Motion carried 5-0. Roy and Pat are here from the Almond American Legion, Post 339. They asked the Board about possibly placing their Tator Toot Hamburger Stand permanently at the Village Park located behind the Historical Society. They also offered use of the stand to any local organization, free of charge, if they wanted to hold a fundraiser there. Liability issues were discussed. R. Burns made a motion and seconded by S. Bunders to allow the Legion Hamburger Stand to be permanently located at its Tator Toot location until further issues arise. Motion carried 5-0. Nick from Harter’s: Harter’s and Portage County Solid Waste Management Board have signed their contract. We have to give Portage Co. a 1-year notice from the date of the original contract or it will renew. We would like to see the fees from Harter’s and Portage County separated on the contract. Spence will contact Advanced Disposal to give them an end-of-service date. Harter’s could begin service in the beginning of October. Roger informed the Board that the Town of Almond agreed with this service provider change. R. Roehrborn made a motion and seconded by K. Olsen to sign a contract with Harter’s for Waste Disposal and to end service with Advanced Disposal. Motion carried 5-0. B. Roehrborn made a motion and seconded by J. Riggenbach to approve the September disbursements. Motion carried 5-0. Finance: A Joint Personnel/Finance Committee meeting will be held on Wednesday September 13, 2017 at 7pm at the Municipal Center. Fire: The trucks are getting all of the needed repairs. Pump testing was on Saturday September 10th. All trucks did well in the Pump test except Engine 1 failed the Vacuum test. Parts are being ordered and the problem will be fixed soon. The Chicken Dinner Fundraiser was a success so the new defibulators and CO2 pulse-ox will be ordered. The DNR would like to place a drop-box for collect deer heads for CWD testing. The box would be near the Firehouse, checked once a day by the DNR. It has not been finalized. Properties: Clearing has begun at the Sewer Lagoon for fencing. They will be back in October to finish clearing and then return to install the fence in Spring. Public Works: Danny received a quote from A1 Asphalt of $3200 to fix 40 patches on 2nd Ave. R. Roehrborn made a motion and seconded by J. Riggenbach to have A1 do patch repair on 2nd Ave. Motion carried 5-0. Stump grinding will be done this week, Thursday or Friday. Digger’s Hotline was marking the areas today. Ordinance/Personnel: Jim presented the changes to the Zoning Ordinances that were sent to the Planning Commission on August 31st. K. Olsen made a motion and seconded by R. Burns to accept the Planning Commission’s recommendations. Motion carried 5-0. There will be a Public Hearing held on the changes to the Zoning Ordinance on October 9, 2017 at 7pm at the Almond Municipal Center. The Interim Clerk has proposed new hours for the Clerk’s office. Monday and Thursday 1p-6p and Tuesday and Wednesday 8a-1p, closed on Fridays. R. Burns made a motion and seconded by K. Olsen to go with the proposed office hours. Motion carried 5-0. The new office hours will go into effect on Monday October 2, 2017. Equipment: Steel came for the Plow Truck box. Dan will work with Ed Burns to install it. New sewer rods have been ordered. Water jetting and filming of 5000’ of the Sewer system will be done at the end of the month. Discussion was had on the age of our Sewer Rodding Machine. Dan will get estimates of newer machines and the cost having a company do the work instead. Cemetery: Burial for Larry Ammel will occur on Sept. 16th. Zoning: Two permits are out but have not been returned. We are waiting on the Lawyer’s response before we can move forward on the Fay property. Village Trick or Treat hours will be Friday October 27th, 2017 from 5p-7p. The Almond Fire Department will be hosting activities such as sawing a car in half and fire extinguisher demonstrations along with free hotdogs at the Firehouse from 4p-7p on that Friday also. Jim and Kurt will present Jaclyn Lemke with her Appreciation of Service Clock at Atrium, where she is currently staying. Next meeting: Monday October 9, 2017 at 7p. K.
