Village of Almond Board Meeting May 14, 2018 Members present: J. Riggenbach, B. Roehrborn, S. Bunders, R. Burns, C. Schmidt, K. Olsen Visitors present: Art Pagel, Dan Folan President K. Trzebiatowski called the Meeting to order at 7:03pm J. Riggenbach made a motion, seconded by R. Burns to accept February’s minutes. Motion carried 4-0. H. Burns gave the Treasurer’s report. K. Olsen made a motion, seconded by R. Burns to accept the Treasurer’s Report. Motion carried 4-0. Finance: R. Burns gave the Finance report. J. Riggenbach made a motion, seconded by K. Olsen approve the May disbursements. Motion carried 4-0. Fire: Dan Folan gave an update on the UTV which is now in service Public Works: K. Trzebiatowski reported that we have an estimate from A1 for blacktop repairs at the Municipal Center for $2276. We also received bids for patch work on Division Street ($935) and Maple Street ($1105). K. Olsen made a motion, seconded by J. Riggenbach to accept A1’s bid and get the work completed. Motion carried 5-0. This will be paid out of Road Maintenance. K. Trzebiatowski has a bid from Dream Builders for sidewalk repair at the Maintenance Building for $120-$150. 2 slabs need to be replaced. S. Bunders made a motion, seconded by K. Olsen to hire Dream Builders to fix the sidewalk. Motion carried 6-0. K. Trzebiatowski reports that the Village’s Community Block Grant is being audited by HUD. K. Trzebiatowski has been in contact with Dexter and Dave of Gremmer and Associates and all the requested materials have been transferred to Madison for further review. Properties: No report Equipment: K. Trzebiatowski reported that he has been in contact with Riesterer and Schnell regarding purchasing the bucket for the tractor. Riesterer and Schnell has quoted us a price of $2000 for this used bucket. The cost for a new bucket would be $2100. R. Burns made a motion, seconded by S. Bunders to continue with the lease for the bucket with Riesterer and Schnell versus purchase. Motion carried 5-0. Ordinance/Personnel: J. Riggenbach reported that an Ordinance and Personnel meeting was held on April 23rd and revisions have been made to the Village of Almond Employee Handbook. Copies of the handbook were given to each of the board members to review. Discussion and possible acceptance of the employee handbook will occur at the next Village Board meeting. J. Riggenbach reported that there was discussion at the April 23rd meeting to change Village Ordinance 6-2-18 in regards to tax delinquencies to read: “No license shall be granted for operation on any premises upon which taxes or assessments are delinquent or other financial claims of the Village are unpaid.” J. Riggenbach made a motion, seconded by R. Burns to accept the additional wording for Ordinance 6-2-18. Motion carried 5-0. K. Trzebiatowski reports on a phone call with the Village attorney regarding the unauthorized use of the villageofalmond.gmail email account. A note will be included in the next village newsletter reminding residents that the Village’s official email address is valmond@uniontel.net. K. Trzebiatowski discussed possible changes to the wage sheet. B. Roehrborn made a motion, seconded by R. Burns to removed $60 per meeting under the Clerk’s wages and use the previously board approved $0.48/mile rate for mileage. Motion carried 6-0 K. Trzebiatowski reviewed the new Village Board Committees. K. Olsen made a motion, seconded by R. Burns to accept the new committees. Motion carried 6-0. An Operator’s License application for Amy L. Schmidt has been received. K. Olsen made a motion, seconded by S. Bunders to approve the Operator’s License for Amy L. Schmidt. Motion carried 6-0. A Liquor License renewal has been received by the Village for Amy Johnson, dba Long Branch. H. Burns reported that the village has received notification from Badger Distributing of unpaid bills for Long Branch. Per State Statute, the village is unable to grant the liquor license until the debt is paid and we receive notification from the distributor as such. There was also questions as to the granting a sole proprietorship a liquor license if the owner is not a resident of the Wisconsin. Contact has been made with the League of Municipalities attorney to get clarification. A letter will be sent to Amy Johnson to ask for verification of residency and reminding her that the debt must be paid before a license can be issued. K. Trzebiatowski reports that the Village has received 2 applications for the Clerk’s position and both interviews have been completed. K. Trzebiatowski recommends to the Village Board the hiring of Carol Smith as the new Village Clerk. J. Riggenbach made a motion, seconded by B. Roehrborn to hire Carol Smith as the Village Clerk with a start date of May 21, 2018. Motion carried 6-0. B. Roehrborn, on behalf of the Village Board, thanks Heather Burns for stepping into the role of Interim Clerk. Zoning: Dan Folan reports that several permits have been issued in the village. Cemetery: Dan Folan reports that he is still looking for help with mowing lawns at the cemetery. Beautification: No report. Correspondence: K. Trzebiatowski reported that we have received an Open Records request and a letter has been sent in response. K. Trzebiatowski reported snowplowing totals for 2017-2018. K. Trzebiatowski reported that Jim Johnson would like to extend the lease to allow his irrigation equipment to run over land at the Village Collection site to 5 years. B. Roehrborn made a motion, seconded by R. Burns to keep the lease with an annual renewal. Motion carried 6-0. H. Burns reported on correspondence from SAGE, our current accounting software. After much discussion, it was decided to pursue a different accounting software program and bring findings to the June Village Board meeting. There will be a training session on June 12th for the new Dog Licensing Software program the County has decided all municipalities need to use. B. Roehrborn made a motion, seconded by J. Riggenbach to allow both the Clerk and the Treasurer to attend this training. H. Burns reported on the inquiry for the need of an official Village Newspaper. The village ordinances currently state that the Stevens Point Journal is the official newspaper. We are waiting for a response from the League of Municipalities attorney to determine if we are required to have a newspaper delivered. K. Trzebiatowski reported that the village has received a letter from the Portage County Surveyor requesting that markers are not moved. Reminder to the Village Board that Open Book will be held on June 4th from 1-3pm and Board of Review will be on June 11th from 6-8pm. Next meeting: Monday, June 11th, 2018 at 7pm. K.
