Regular Board Meeting

April 10, 2023

Present: R. Burns, D. Johnson, L. Helmrick, G. Otto, H.  Burns, C. Smith, B. Roehrborn

Visitors:  David Schauer, Dan Frank, Dana Frank, Jim Riggenbach, Ellen Riggenbach, John Sheffy, Jennifer Ramierez, Debbie Bradley, Lauen Fuller, Larry Oathout, Dianne Schultz, Dennis Schultz

Meeting was called to order at 5:00 pm by President B. Roehrborn

Pledge of Allegiance was said.

L. Helmrick made a motion, seconded by G. Otto to approve the minutes from the March 13, 2023 board meeting.  Motion approved 4-0.

Treasurer’s report – H. Burns gave the treasurer’s report.  G. Otto made a motion, seconded by L. Helmrick to approve the treasurer’s report.  Motion approved 4-0.

Finance Report – D. Johnson gave the finance report.  L. Helmrick made a motion, seconded by G. Otto to approve paying the bills.  Motion approved 4-0. 

Public Input – Larry Oathout from the Portage County Library board appeared before the Village board to request a door and window to be installed in the wall between the library and the village meeting room.  This would be at no cost to the Village.   After much discussion, the Village board asked the library to bring back more information.

Planning Commission – Planning Committee members met on March 27, 2023 at 1:00pm to discuss a residential property at 1365 Elm St to be turned into a beauty shop.  Must be rezoned.  They brought back to the board a recommendation to approve the request to be zoned to “B1” Business District.

G. Otto made a motion, seconded by L. Helmrick to approve changing the property at 1365 Elm St from residential to “B1” Business District.  Motion approved 4-0.

Fire/EMS – Fire Chief Dan Folan was nominated and received the Jefferson Award.  May 1, 2023 the Plover fire department will be coming to Almond to do a presentation on active shooters.  Almond will be used as assistant if needed.  Also, there will be a public training on “Stop the Bleed” class.  More information to follow.

Public Works – Chris electric will move the pad placement at the lift station when the generator arrives

Sewer replacement fund will be changed to read Sewer Replacement and Maintenance Fund.

Discussion was held on how to proceed this year with not having the income to the sewer because of changing over to including the sewer payments with the property taxes.

R. Burns made a motion, seconded by L. Helmrick to skip contribution to the sewer replacement fund this year due to the realigning of payments to the sewer to be paid with the property taxes instead of on a quarterly payment.  Motion approved 4-0.  

Ordinance/Personnel – Will be sending out notices to property owners that need to follow the ordinances.

President Roehrborn read a letter of resignation from Tom Pagel to be effective immediately.  After receiving Tom Pagels’s resignation discussion was held by the village board to replace him.  Since Dylan Warzynski was next in line by poplar vote he was appointed by village President B Roehrborn to fill Tom’s term.

Properties – None

Equipment – Plow has several issues that need to be fixed.

Zoning – Two remodels

Cemetery-Some of the retaining walls be getting repairs in May

Beautification – Will be changing to summer flowers

Media/Sewer Clerk –Nothing

Open Book will be Wednesday April 26, 2023, 10:30 – 12:30

Board of Review will be on Monday May 8, 2023 from 4-6PM

Next meeting May 8, 2023 at 5:00pm

G. Otto made a motion, seconded by L. Helmrick to adjourn.  Motion approved 4-0
