Almond Village Board Regular Meeting Minutes

June 12, 2023

5:00

Present: B. Roehrborn, D. Johnson, D. Schultz, G. Otto, L. Helmrick, C. Smith, H Burns

Visitors:  David Schauer, Gail Novotny, Gary Wiley

Meeting was called to order at 5:00 pm by President B. Roehrborn

Pledge of Allegiance was said.

D. Johnson made a motion, seconded by L. Helmrick to approve the minutes from the May 8, 2023 board meeting.  Motion approved 4-0.

Treasurer’s report – H. Burns gave the treasurer’s report.  D. Johnson made a motion, seconded by L. Helmrick to approve the treasurer’s report.  Motion approved 4-0.

Public Input-Gary Wiley appeared before the board to ask if his pay check could be issued by the 5th of the month, instead of after the board meetings.  This has been turned over to the personnel committee to discuss, along with his 90-day review.  Gary requested doing something about bathroom facilities at the collection site.

Gail Novotny appeared before the board to ask if there was a possibility of closing the alley way west of her house at 1142 CTY RD D.  She is interested in purchasing her share with her paying the cost and would use this property to build a small shed by her garden. This issue is being turned over to the property committee for review.

Finance Report – D. Johnson gave the finance report.  G. Otto made a motion, seconded by L. Helmrick to approve paying the bills.  Motion approved 4-0. 

Fire/EMS –None

L. Helmrick made a motion, seconded by D. Schultz to approve the Maintenance Resolution #118.  Motion approved 4-0.

Public Works – Discussion was held on the tire roundup.  More details to come.  Siren is not working again.  Some kind of electrical problem.

Question about the new parking signs on Elm St.  The ordinance committee will rewrite the ordinance 7-1-3-Parking restriction on village streets.  Will add sub (C) to this.

Need to block the area north of the fire station between the station and community hall from unwanted vehicle from using this area.  This is not an alleyway or street.

Ordinance/Personnel – Setup a committee meeting for Monday June 19, 2023 at 5:00pm.

Discussion/Action on Class B Liquor/Beer Licenses, Class B Beer, Class C Wine, Picnic and Wine Cooler-D. Johnson made a motion, seconded by G. Otto pending delinquent payment to approve licenses to: Dee’s Bar & Grill LLC, Garlow’s Bar & Grill LLC, and Angel’s Bar & Grill, Liberation Farmers LLC, Almond Lions Club, Mead-Rath-Gutke Post 339.  Motion passed 4-0

Discussion/Action on Cigarette license: D. Johnson made a motion, seconded by L. Helmrick to approve a cigarette license to Garlow’s Bar & Grill LLC.  Motion palled 4-0.

Operator’s license-L. Helmrick made a motion, seconded by D. Schultz to approved operators license to:  SEE attached list.  Approved 4-0.

Equipment –Sewer Jetter camera is not working.

Zoning – 4 permits-Windows, roof, garage floor and remodeling

Cemetery – None

Properties – None

Zoning – One roof repair

Beautification – D. Schultz presented us with a quote for new banners of aprox $150.00 ea.  We need 6.  Will look into other options also.

Media/Sewer Clerk –We have had a few home owners attempt to make payments at the bank or at the office.  We have decided to return those payments to the property owner with a letter reminding them of the new Sewer Utility billing procedure.  Newsletter articles are to be to Heather by June 30th.  The Village newsletter will be electronic only.  So watch in early July on the website and facebook.
