Village Board Meeting Minutes – 9/13/2021

Almond Village Board Regular Meeting

Present: R. Burns, D. Johnson, Greg Otto, B. Roehrborn, H. Burns, C. Smith,

Visitors:  David Schauer, Cliff Williams

Meeting was called to order at 7:00 pm by President B. Roehrborn

Pledge of Allegiance was said.

R. Burns made a motion, seconded by D. Johnson to approve the August minutes.  Motion approved 3-0.

President Roehrborn appointed Greg Otto to be a trustee to the board in place of retiring Spence Bunders.

Treasurer’s Report:  H. Burns gave the treasurer’s report.   R. Burns made a motion, seconded by D. Johnson to accept the Treasurer’s report.  Motion approved 3-0.   

Public Input – Cliff Williams appeared before the board to request permission to close of Division Street for one block from CTY A to 2nd St. on September 25, 2021 from 10am to 2pm.  R. Burns made a motion, seconded by G. Otto to grant permission to Cliff Williams to close off the area of Division Street as requested.  Motion approved 3-0.

Finance – D. Johnson gave the finance report.  R. Burns made a motion, seconded by G. Otto to pay the bills.  Motion approved 3-0.

Fire/EMS –Discussion was held on how we should finance the new fire truck.  R. Burns made a motion, seconded by D. Johnson to borrow $24,000.00 right away and to borrow the remainder of $53,000.00 upon receiving the truck with an annual payment, possible for 15 years and the opportunity to prepay at any time from the Portage County Bank.  Motion approved 3-0.  R. Burns made a motion, seconded by D. Johnson to approved the proposed budget from the fire department.  One requirement being the fire department implement reimbursement from fire calls when insurances are involved by January 1, 2022.  Motion approved 3-0

Public Works – Generator for the lift station has been ordered and won’t be getting it until June of 2022.

G. Otto made a motion, seconded by D. Johnson to have Pour N Score Concrete, Robert Winters to do the sidewalk/road repair on Elm St., in the amount of $2617.00.  Motion approved 3-0

The board requested Dave to get a couple more bids on the sewer Project by Bob & Adele’s.  R. Burns made a motion, seconded by G. Otto to go with whoever would come under the current cost of $6960.00 to repair this line.  Motion approved 3-0.

Properties – None

Ordinance/Personnel -Set up a personnel meeting for Wed September 22, 2021 at 7:00 to look over wages before the budget workshop.

Budget Workshop to be held October 5, 2021 at 7:00PM

Equipment –New tractor has a 3- point hitch problem is getting better, but still not 100%.

Zoning –None

Cemetery – None

Beautification – Looking into cost of sealing the painting on the wall by the library.

Media/Sewer Clerk –None

Tire Roundup dates are set for all Weds and Saturdays in October.  Flyers will be available to all residents of the Village and Town.  It will be posted on the Village Web site and Facebook.

The board set the Halloween Trick or Treating date to be Friday October 29th, 2021 from 4pm to 7pm.

Next Board will be October 14, 2021 at 7:00 pm.

G. Otto made a motion, seconded by R. Burns to adjourn.  Motion passed 3-0
