Present: B. Roehrborn, D. Schultz, D. Warzynski, L. Helmrick, W. Tomczak, C. Smith, H. Burns

Visitors:  Greg Otto, Art Pagel, Joan Rohde, Bob Rohde

Meeting was called to order at 5:10 pm by President B. Roehrborn

Pledge of Allegiance was said.

L. Helmrick a motion, seconded by D. Schultz to approve the minutes from the October 14, 2024 board meeting.  Motion approved 4-0.

Treasurer’s report – H. Burns gave the treasurer’s report.  L. Helmrick made a motion, seconded by D. Schultz to approve the treasurer’s report.  Motion approved 4-0.

Finance report:  L. Helmrick gave the finance report.  D. Warzynski made a motion, seconded by W. Tomczak to approve the bills.  Motion approved 4-0

Public Input-Discussion on removing leaves in the gutters along Elm St.  Greg will get these removed.

Public Works-Oak Street project should be completed tomorrow.  Two-man holes need to be replaced.  Four-man holes need to be cleaned out.  Lots of sand in them.  Four of the six irrigation lines need some of the pipes replaced.  Our nitrates are starting to get high at the lagoon.  Need to start figuring out what needs to be done to improve this.

L. Helmrick made a motion, seconded by W. Tomczak to not participate in the Migration Plan Update through the count at this time.  Motion approved 4-0.

Fire/EMS –L. Helmrick is retiring from EMS at the end of this year.  President and Clerk signed the Fire Contracts agreements with Belmont and Buena Vista for 2025.  The Aging and Disability Resource Center will be doing something on February 22, 2025 from 1-8pm.  Further info to come.

Properties –None

Art Pagel representing the Historical Society with concerns of the aging members and what is going to happen to the building and contents in the future if no one is able to take care of it.  Looking for suggestions and hopefully younger folks to staff it in the future.

6:16pm L. Helmrick made a motion, seconded by W. Tomczak to adjourn into the Budget Proposal Public Hearing.  Motion approved 4-0.

Joan and Bob Rohde ask several questions on different parts of the budget.  Bob Rohde made a motion, seconded by Joan Rohde to approve the 2025 Budget for the Village of Almond.  Motion passed.

L. Helmrick made a motion, seconded by W. tomcazk, to return to the regular board meeting.  Motion approved 4-0

D. Warzynski made a motion, seconded by L. Helmrick to approve the 2025 Budget for the Village of Almond.  Motion approved 4-0.

Discussion was held on the concerns with the car show sponsored by Dee’s Bar & Grill.  Safety is the main issue.  Possible solution are barricades and hiring an off-duty police officer to be present.

Ordinance/Personnel – The personal committee met with Jose Lozano and William Lorenz to discuss part time employment to have a list of possible people to use when needed.    They recommend a safety program to be run by the President as that is who the employees have to report to.

Equipment –Jett is working fine.  Almost done with Jetting.

Zoning – Windows, Pole shed, Roofs

Cemetery – None

Beautification – None

Media/Sewer – The village web site needs some updates.  Newsletter articles due December 9th.
